No power to all zones

I have the 2nd gen 8 zone. I appear to get power from controller when each zone is activated but no power at valve. First try this season and nothing has changed. How much power should I read at controller? Other trouble shooting tips? Water is on.

@chaskinsnc - is there a master valve in the system?

Is there a rain sensor in-line with the common wire (instead of in the sensor port)?

Can you manually activate a zone using the bleed screw on the valve?

When nothing works, it indicates something in common with all of them - common wire, master valve, etc.).

Thanks for the quick reply. No master valve. Just a manual valve. I will check if I can manually open other valves.
